Abstract
States in contemporary societies, with their sovereignty and authority over their citizens, seek to carry out their duties towards these citizens, and the most important of these duties is to ensure the application of human rights, the most important of which are in addition to civil and political rights, economic, social and cultural rights. Economic, social and cultural rights are human rights that address the basic social and economic conditions necessary to live in dignity and freedom, related to work, social security, health, education, food, water, housing, a healthy environment and culture. There is no doubt that providing the needs of citizens, especially of basic and indispensable commodities, ensuring the poor and low-income, and even trying to achieve the highest standard of living for individuals and access to the welfare state, is one of the most important tasks and responsibilities of the modern state. In addition to the above, the Islamic Sharia has confirmed these rights, the most important of which is the guarantee of the state and society for the poor and needy, and even imposed a known share for the poor in the money of the rich, and identified it as one of the eight zakat banks, as well as the above emphasizes this role of the state charters and international organizations As well as national constitutions and laws, where all of them explicitly or implicitly emphasize the social dimension and the need to take it into account in all aspects of state activity, and these charters and organizations include the Universal Declaration of Human Rights in Article No. 25 stipulates that "Everyone has the right to a standard of living sufficient to maintain the health and well-being of himself and his family, including nutrition, clothing, housing, medical care as well as the necessary social services, and has the right to secure his livelihood in cases of unemployment, sickness, disability, widowhood, old age and other Loss of means of subsistence as a result of circumstances beyond his control.
