The international community has realized that the general international legal system is unable to protect the rights of persons with disabilities during armed conflicts, which led to the adoption of the International Convention on the Rights of Persons with Disabilities and its Optional Protocol, which came to confirm that persons with disabilities have the same rights as ordinary persons. Especially in light of the crises and disasters that the world is exposed to and the spread of epidemics such as (the Corona pandemic) with its listing of some of their rights such as the right to rehabilitation and rehabilitation.
