Abstract

The process of distributing financial competencies in Iraq since the adoption of the federal central union system is a very important process at the political and economic level, as financial resources are one of the necessary requirements for the work and success of federal authorities and local "regional" authorities, whether at the regional level or governorates that are not organized in a region, in addition to covering a wider range of different economic and financial fields and variables.
