Abstract

These days, and since the beginning of 2020, the new Corona virus is spreading over the people of the world. And this has resulted in the issuance of the authorities, in various countries, decisions to ban curfews; in whole or in part;  Until cities known for their dense population - such as New York, Beijing, London and others - became more like ghost towns, not cities inhabited by humans. This new reality resulting from the spread of the Corona epidemic around the world has brought to mind a legal question: What is the extent of the availability of legal rules within the framework of international law that oblige members of the international community to cooperate in combating diseases and epidemics - including the emerging corona virus pandemic - in a fair and equitable manner?  and then;  This question motivated the preparation of this study, which clarifies the legal rules in this field, and the mechanism for their implementation at the national and international levels.
