Sustainable development is currently the subject of the hour at the international, national, regional and local levels, where sustainability has become a basic principle that must be adopted in all aspects of life, from the simplest behavior carried out by man to the most complex so that it has become the focus of awareness campaigns and the focus of the slogans of the activities of institutions and a goal that international organizations seek to achieve and the essence of the implementation of government and local policies. Local units are a branch of the executive authority in Egypt, Where it carries out its competencies within the limits of the general policy and plan of the state, through two wings, namely, the executive council appointed by the executive authority, and local councils elected by citizens, and the local units are divided into several units, each of which enjoys legal personality, namely governorates, centers, cities, neighborhoods and villages, Which contributes to achieving the sustainable development adopted by Egypt through its Vision 2030, and this will only be possible through the presence of new and digitized local units in the management of public utilities of the state, working to improve local services within its department, on the new approach, especially in light of the circumstances that hit the whole world due to the outbreak of the Covid-19 pandemic.
