Towards strengthening the role of civil society organizations in the implementation of the penalty of labor for the public benefit

Abstract

The number of prison inmates is increasing all over the world, which places a financial burden on States, and it is clear that custodial penalties do not achieve their most important purpose, which is the rehabilitation and reform of convicts, as well as the negative effects it achieves for them, their families and society as a whole;  This prompted criminal policy to devise alternative methods to reduce the risk of crime.  Some perpetrators are spared the risk of access to penal institutions, which make them dangerous criminals. One of the appropriate alternatives to criminal policy is the "Public Benefit Work System" as an alternative to serving the custodial penalty within penal or social rehabilitation institutions; This shall be within a period of time determined by the competent court within the framework of the law, and the value of this system shall be shown, in particular, to the perpetrators of crimes whose personalities do not involve a significant criminal risk.
