Access to water is a prerequisite for education in the right to an adequate standard of living.
Reaching it, then, is a human right. And the General Assembly of the United Nations declared, on July 28, 2010 AD, that safe drinking water and sanitation are both basic human rights for the enjoyment of life, along with other human rights.
