The financial decentralization system is the backbone and foundation on which the federal system is built, and the issue of the distribution of financial competencies in the federal system is no less important than the constitutional distribution of legislative and executive powers, especially since any level of the federal government (central government, regional governments and provinces that are not organized in a region).
