Duties and prohibitions imposed on members of the Kuwaiti National Assembly and the Egyptian House of Representatives

Abstract

Many and varied duties imposed on public officials, they are not limited in fact to what is contained in the various employment laws, as this is only a general guidance guided by it in determining the elements and content of the various duties imposed on public officials ([1]), the general principle in this regard is based on drawing a broad line of the duties of public employees, guided by both the employee and the disciplinary authority and the judiciary that handles commenting on decisions and disciplinary rulings when Exercise its competences([2]).In the case of the same case, for members of the parliaments of the Kuwaiti National Assembly and the Egyptian House of Representatives, the legislator has imposed on them several duties that they must perform to the fullest, to enable these councils to perform the role entrusted to them efficiently and effectively, these duties are not limited exclusively, as these duties may be contained in explicit texts, and may be dictated by the nature of the parliamentary work itself and its requirements ([3]).In accordance with Article (149) of the Executive Regulations of the Egyptian Civil Service Law 81 of 2016 in its first item, the employee's obligation to carry out the work entrusted to him himself with his own diligence and honesty and to complete it on the appropriate dates in accordance with the prescribed performance rates, and commenting on this article, see Dr. Ayman Fathy Mohamed Afifi, The New Discipline - A Study in Modern Legislative and Judicial Trends in Egypt and France, Dar Al-Nahda Al-Arabiya, 2018, p. 22 and beyond.
