The reflective role of the idea of external manifestations towards suspension - a comparative study between the UAE and Egyptian legislation

Abstract

The human being enjoys a set of fundamental rights and freedoms, foremost of which is the right to freedom, the right to privacy, as well as physical integrity, and various constitutions and legislations have been keen to guarantee these rights and provide the necessary legal guarantees to protect them, as the Universal Declaration of Human Rights stipulates the right to life and individual freedom in the same article. Article III stipulates that: "Everyone has the right to life, liberty and security of person", and Article 26 of the Constitution of the United Arab Emirates issued in 1971 stipulates that "personal freedom is guaranteed to all citizens..." This individual freedom is not absolute, as the necessity of life in a group requires that individual freedoms be organized so as not to clash with the rights and freedoms of others. Society is chaotic and disturbed, which ultimately affects the very existence of freedom. For this reason, it was necessary to establish controls that regulate the exercise by individuals of their freedoms and rights in a manner that does not affect the rights of others, and guarantees society a safe and reassuring life, and a society in which security and stability prevail.
