Abstract

The administrative judge always seeks to develop his control over the work of the administration, with the aim of expanding the scope of legality and narrowing the scope of the discretionary power of the administration, as he establishes general legal rules and principles that will restrict the administration's exercise of this authority, and in this regard he balances between protecting the rights and freedoms of individuals on the one hand, and enabling the administration to achieve its increasingly complex purposes in modern life on the other hand.
