Abstract

The provisions of Islamic Sharia are valid for every place and time, laid the foundations and principles that must be followed by the individual and society of the rules related to the organization of social relations "O people, we created you from a male and a female and made you peoples and tribes to know if I honor you with God, I fear you" and international responsibility is one of the requirements of the general principles of international law as it is in private law, Because it is natural for subjects of international law to be held accountable for the violations they commit of the provisions of that law, and international custom has long been established to implement the rules of international responsibility without distinction between the state and the natural person in that, as the latter has become the focus of international attention, whether by the legislator with jurisprudence or international institutions.
