The crime of collecting donations without a license in the UAE legislation - a comparative analytical study

Abstract

In recent times, the process of collecting donations has become a "big threat" to the local and international level. Despite the common usage in all Arab countries that the basis of collecting donations is to help those in need, some weak-minded individuals have taken advantage of these funds for Illegal purposes of financing terrorism, which has led to the UAE legislation and comparative legislation to ban collecting donations with the condition of compliance with certain rules and procedures specified by the law, otherwise it is considered a crime punished by law. This research aims to analyze the crime of collecting donations without a license from individuals and legal entities, and to explain the legal model of each crime and the penal supports for this crime. This will be done through in two sections, the first one will explain the substantive laws regarding the crime of collecting donations without a license, and the second section will be discussing the penal supports for the crime of collecting donations without a license.
