The role of tenders in achieving economic development - an analytical study with application to the Sultanate of Oman

Abstract

During the last two decades, the Sultanate of Oman has witnessed a significant development in economic and social development projects; after the year witnessed the birth of the modern Omani economy in 1970, the Development Board set long-term and short-term strategic objectives in order to activate the role of the economy and advance the development process and its interaction throughout the country in conjunction with development plans.  Signs of government spending on various development and economic projects have begun to appear. In his book The Development of the Omani Economy during Four Decades 2010-1970, Al-Hajri mentions that the Sultanate's planning and development experience went through two stages: The first phase was represented in the period (1976-1995), where development plans based their interim objectives on long-term strategic goals, and within which short-term five-year plans were applied (first-second-third-fourth). The second phase was represented in the period (1996-2020), the period of the Future Vision Strategy 2020, within which the five-year plans (fifth, sixth, seventh, and eighth so far) were applied.
