Abstract

Contemporary political systems boast that they belong to democracy, and adopt the institutions, standards and mechanisms of different democratic systems, and parliaments (parliaments) are one of the most important of these institutions as they express the will of the people and preserve the rights of individuals and deprive them, but the application on the ground varies from one country to another and in the same country from time to time in varying ways, which are evident through observing reality and the nature of the moving relationship between theory and practice, closer, or away, Or hide behind the appearances of legal texts and the form of institutions.
