Abstract

The scientific and technical development in the field of telecommunications has increased the risks of attacks on personal freedoms, in addition to the fact that the use of modern communication technology puts jurists in front of several problems, especially the adaptation of the facts that resulted from it or were associated with it, due to the lack of an integrated law in Kuwait and Egypt that punishes new crimes arising from the misuse of modern technical techniques in committing crimes. Modern society relies on the means of telecommunications audio and video in communications, including the mobile phone, which has the ability to communicate audio and video over long distances, as a result of the development and multiplicity of electronic services and the mixing of electronic computer technology with remote communication technology, and this technical revolution in communications canceled distances until we live the end of geography.
