Abstract

It is no secret that our subject under study is of great importance in the legal community, and that its importance lies in the protection of the state in general and the protection of society in particular, as recent times have witnessed in various developed and developing countries the efficiency of public financial management in particular, and the management of public expenditure at all levels Scientific theory on public spending and social justice, and this trend is due to the fact that although the scarcity of financial resources is a constraint on development efforts For the government, scientific experience has revealed that the method of managing public spending also plays an equally important role in influencing the efficiency and effectiveness of public spending, in other words: The success of financial and economic policy must be measured by the extent that public expenditures contribute to increasing employment, absorbing job opportunities and achieving social justice in society, and the vast majority of respondents believe that social justice is not achieved in society, and there are still steps to be done to ensure the recognition and true protection of economic, social and cultural rights in law and practice. Legal obligations on states are often misunderstood, as the set of public needs that the state must satisfy is the focus of the state's financial and economic activity, and this activity is represented in the state's public expenditures, Perhaps carrying out public expenditures undoubtedly requires the State to obtain public revenues sufficient to cover these expenditures as well, as the amount of expenditures and revenues expected by the executive branch for a period of time, usually a year, should be included in a specific program contained in a document termed the budget or general budget.
