The idea of legality in the world of law conflicts multiple concepts, and perhaps this is due to the fact that the idea of legality, as some say, is an absolute idea, as legality in the science of law means that the conduct is subject to the rule of law, whatever this behavior in terms of its type, or its consequences and in any field, whether in the field of public law or private law. While the principle of legality is a strong guarantee for the protection of the rights and freedoms of individuals against the arbitrariness and tyranny of the administration in the performance of its tasks and activities, there is also no doubt that there must be some restrictions that limit it, since the administration must leave a capacity of freedom to work to ensure the smooth functioning of public utilities regularly and steadily, and remove from them stereotypes and routine, and even inspires them in the spirit of development and innovation, all of which ultimately belong to the benefit of individuals themselves.
