Abstract

Criminal law is an effective means of establishing the protection of the basic interests and core values on which the social system is based in any civilized society, because its rules are characterized by their effectiveness, rapid development and amendable, in accordance with the needs and conditions of society, as the individual's right to psychological and organic safety is an essential pillar of happiness that members of society seek, defending with all his strength in order to repel any attack on his life or psychological or organic integrity. This right has gradually crystallized within the system of rights guaranteed to each individual, to become a basic human right protected at the international, regional and domestic levels, after the person with mental or organic illness was neglected and not of interest to the national legislator. Criminal for the psychological or organic weakness of the victim victim of the crime only.
