Abstract

It is recognized that public order is an expression of the sovereignty of the state and is one of the basic elements for the organization of societies, and part of the jurists believes that public order is related to the supreme rights of societies, and it was defined as "a set of laws that concern the rights of society related to the public interest, as it serves as the main pillars of the country's political, social and economic entity, and any violation of them in one way or another is a defect in these pillars", and public order as an idea aimed at protecting the fundamental foundations of societies, protecting the legal system and strengthening The basic laws of the state, and has a fundamental role in the protection and maintenance of the national community of each state.  Achieving security within society is a necessity of paramount importance to the governments of different countries, and breaching it is a breach of public order, and entrusting the task of security to the executive authority in countries, it is its duty to maintain security and combat crimes, and to make society a safe place to live and achieve the desired goal in development and community development, but with the current circumstances and the rapid development of crime and its accelerated methods and means, despite the fact that human resources and means related to the security services of states and authorized to maintain security are available and developed, It is therefore necessary to involve all components of society in order to try to achieve security by placing it as a necessary need to live safely within society.
