The administration has the right to use administrative control methods to achieve its objectives in maintaining public order in accordance with the dictates of the principle of legality under normal circumstances, but the life of the state is not in constant harmony of security, calm and tranquility, as it may face some exceptional circumstances and dangers that may threaten its safety and entity, which makes it impossible for ordinary legislation to meet these conditions, forcing the administration to resort to exceptional legislation that enables it to control the reins and preserve its entity and safety. Exceptional circumstances in the field of administrative control mean that administrative control authorities are allowed to issue decisions and orders that are considered in normal times a departure from the principle of legality, but are nevertheless considered legitimate because they are issued under exceptional (extraordinary) circumstances to maintain public order, thus exempting these authorities from the restrictions of ordinary legality, whether these restrictions relate to jurisdiction, form or object.
