Successive Egyptian governments have relied on foreign direct investment as a reality that must be interacted with as an important source of financing the development programs they have developed, especially in light of the current economic conditions that the Egyptian economy suffers from, in addition to the fact that foreign direct investments are an important source of technology transfer and openness to international markets and accessibility. Therefore, the Egyptian government has seen that the best way is to continue to make economic reforms that change the economic structure to benefit from the experiences and energies of foreign direct investments, as this source occupies the second place that followed the remittances of Egyptian workers abroad, in addition to its low financial and economic cost compared to borrowing from abroad. This leads to overcoming the challenges that constrain the performance of the national economy, such as slow economic growth rates. Since 1991, the Egyptian government has resorted to adopting economic reform programs, and to complement the reforms carried out by the government and realizing that the private sector is a key partner in achieving economic development, the Egyptian government launched in 2021 the National Program for Structural Reforms, and one of the reform measures taken by the government to attract foreign direct investment was "Developing investment laws, strengthening the role of the private sector and enhancing its role in economic activity, and creating an appropriate and attractive climate for foreign investments, instead of the dominance of the public sector. On economic activity, which in turn was the reason for not attracting foreign direct investment sufficiently, then the reforms continued until this year 2023.
