The Supreme Administrative Court had previously issued its judgment in Appeal No. (61760) of 69. Appealing the judgment issued by the Administrative Court in Cairo - Sixth Circuit (Education - Special Regulations) - on 27/11/2022 session in Case No. (45970) of 75 BC against: 1- Minister of Higher Education in his capacity, 2- Dr. Ismail Abdel Ghaffar, President of the Arab Academy for Science, Technology and Maritime Transport in his capacity, 3- Dean of the Faculty of Law at the Arab Academy for Science, Technology and Maritime Transport in his capacity, who ruled that it had no jurisdiction to hear the lawsuit and oblige the plaintiff to pay the expenses.
