Resignation is a means to end the functional relationship between the employee and the administration, whether it is an explicit or implicit resignation, but the right to resign is not an absolute right from every restriction, governed in the first place, by the principle of the permanence of the functioning of the facility regularly and steadily, especially if the talk about resignation in the field of security-related work, and in the second place the interest of the employee, and his right to leave work. Therefore, the employee may not terminate his relationship with the administration of his own will, but all his money is to express his desire to do so, while continuing to work, until the administration decides to accept or reject it, because the principle of the continued functioning of public utilities is one of the most important principles governing public utilities.
