Principles governing disciplinary penalties in traffic laws in the UAE and Egyptian laws.

Abstract

The idea of administrative sanctions has evolved today until it has become a familiar way to implement the law, and has become a phenomenon imposed by the requirements of balance in the daily life of the various activities of the administration between the duty of the administration to perform its role in the implementation of the law, and the right of individuals to enjoy the rights guaranteed to them by this law. It is of a deterrent nature, and in terms of the scope of application, it is characterized by generality, so its adoption does not depend on the existence of a bond between the administration and the individuals addressed by it. The Egyptian administrative judiciary has authorized administrative control bodies to withdraw the license to operate cars if the driver violates traffic rules and the safety of individuals, endangers their lives or commits an act contrary to public morals in cars, in accordance with the provisions of the Traffic Law No. 66 of 1973 and its executive regulations No. 291 of 1974.
