Abstract

    The development in the field of information and communication technology has an essential impact in the economical development. Besides, money has a pivotal role in technical development, as it is an important factor in economic. In achieving economic development. This issue should be given adequate attention by governments, and redoubling their efforts to accelerate their development, especially in an underdeveloped or poor country. This can be achieved by reviewing the ideas and beliefs of ancient specialized economists among the early thinkers. In addition, it is important to identify the extent of its compatibility with the emerging knowledge economy and advanced information technologies, and then reconsidering the criminal policy accordingly will be. The criminal legislature has a direct role in promoting the provision of criminal protection, as for the  economic plans or policies, which depend on ideas or  new economic philosophy.
