In recent years, the countries of the world have witnessed many variables and challenges in the field of information and communication technology, as the use of technical means has spread greatly, and the use of computers and the Internet in most transactions, and the impact of this was the emergence of a new type of transactions called electronic transactions, these transactions differ from the traditional transactions that man knew before, and what is known as e-commerce, e-government, and e-education appeared, as well as electronic signature and electronic documents, and litigation had a share The largest of this development. In order to keep pace with this technological and technical development, it was necessary to move towards developing the traditional judicial system, changing the method of settling disputes, modernizing traditional means of proof, and not limited to the paper document and ordinary signature, through the trend to establish an electronic judicial system that is capable of advancing the procedural process. Because of the saving of time and effort together in judicial transactions, and the simplification of litigation procedures, in addition to ensuring the protection of case papers, documents and data, and at the same time facilitating access to them by the parties, and its reflection on avoiding slowness in litigation and reducing the prolongation of litigation using the global information network (Internet) and using the computer.
