The phenomenon of asylum is one of the oldest human phenomena has been celebrated in human history through its ages in different forms of asylum, including what is due to religious, political, economic or environmental reasons, in addition to the fact that asylum is a phenomenon inherent to persecution, wherever there is persecution and tyranny, there is asylum. The twentieth century has witnessed a remarkable development in issues related to asylum and refugees, as the countries of the world are facing great difficulties in dealing with large refugee groups due to internal and international conflicts. Despite the age of the phenomenon of asylum, nations began to form an international system containing laws governing the phenomenon of asylum at the end of the nineteenth century, where the custom of assisting persons fleeing persecution became a universal custom, due to the emergence of groups of refugees, as the rights they enjoyed and determine their legal status while in the State of refuge became the subject of international attention, so the international community adopted many conventions that defined the refugee and regulated his rights and duties.
