It is known that when the public system shifts towards working on the idea of privatization and applying the idea of switching from the public sector to the private sector, whether it is total privatization or partial privatization, it has a clear impact on both economic and social life in the internal society of one country. Maximizing the role of the private sector was the result of the existence of many problems and obstacles faced by the state and its management of public utilities, especially economic facilities related to infrastructure. These include inefficient operation, inefficiency in public utilities with inadequate maintenance, lack of financial efficiency and financial attrition. Hence, the idea of privatization is one of the solutions proposed to solve the problems resulting from the mismanagement of public projects and facilities, as the privatization system here is not a philosophy in itself, but rather a de facto policy according to studies and results that hope to transfer the ownership of public projects and facilities or manage them from the public sector to the private sector in a specific period of time according to a specific system.
