In a world of extreme inequality, millions risk their lives across borders without a visa or residence permit in search of better life opportunities, often feeling unwanted and unwelcome in their “host” countries. At the same time, a growing number of countries are now offering tailor-made, exclusive and fast-tracked pathways for people with wealth and talent around the world to obtain citizenship “quickly and simply” without any obstacles or conditions. Citizenship by investment programmes have flourished in recent years, creating a fast track for investors to legally acquire citizenship in a new country in exchange for a deposit or investment of a certain amount of money. It can therefore be said that in most parts of the world, a new global class is in the making, as countries promote faster and more flexible citizenship rules for investors or depositors. The same has been demonstrated by the global race for talent, with many governments and countries seeking to attract individuals with abundant capital or exceptional achievements in the arts, sciences and sports, with the expectation that these countries will receive returns in exchange for enhancing their talents, achieving a national interest or enhancing the international standing of those countries.
