Administrative responsibility for fault in exceptional circumstances (Comparative study) .

Abstract

The study deals with the issue of administration responsibility on the basis of error, as it can be asked about any action issued by it, and this responsibility can be established on the basis of error, and it can also be established without error on the part of the administration, but what we are concerned with here is the responsibility of administration on the basis of error. This means that the administration did a wrong action that resulted in harm to one of the individuals, so the administration is responsible for this error, and the responsibility here is a tortuous one, but we must note that this responsibility is distinguished from those stipulated in the civil law, despite the pillars of both one. The tort responsibility of the administration body is based on the error corner, and this occurs when the administration body performs a 
material act or issues a decision that violates the provisions of the applicable laws and regulations in force, and there is no doubt that this is a mistaken behavior on the part of the administration that requires its responsibility on the basis of the error.
