The issue of environmental protection from pollution has become a prominent topic that receives great attention from countries today. This is due to its close connection to a fundamental human right, which is the right to live in a clean and safe environment. This right is enshrined in most constitutions and laws, emphasizing the importance of its implementation in light of the tremendous scientific and technological advances we are witnessing in various fields such as industry, transportation, and the exploitation of natural resources. Despite its benefits, this advancement has produced multiple forms of pollution that pose a significant threat to human health and society. With the shift in the role of the state from mere observer to an active and intervening role in various aspects of life, protecting the environment from pollution has become one of its primary responsibilities that must be achieved.
