Constitutional law scholars divide contemporary political systems into three forms based on the principle of separation of powers, which serves as a distinguishing marker between various systems in the political domain. This distribution relies on adapting the relationship between the powers that have a general nature for each system. If the relationship between the two powers is based on flexible separation to maintain balance, while also allowing for some cooperation in the exercise of overlapping specialties between those authorities, then we are looking at a system with a parliamentary characteristic. If the relationship is based on the absolute separation of powers, with these authorities being independent of one another and the executive body being predominant, this is referred to as the system in the political aspect. However, if the relationship between the separation of authorities of a public nature is lost, with the legislative body prevailing, which has the power to direct all matters, we are faced with a government that has an assembly. As a result of the evolution of contemporary political systems, it is evident that parliamentary systems have differed from one another in terms of balancing powers to favor one authority over the other. Furthermore, one of the most important features of a parliamentary system based on the principle of a dual executive body is that the head of the pyramid is accompanied by the Prime Minister.
