Abstract

The public administration is supposed to strive for the public interest, and this cannot be achieved without having governance or management that sees itself as a representative of individuals in managing their affairs. It must work adequately to achieve the public interest and provide services to as many citizens as possible, using the privileges it enjoys to serve the citizens rather than wielding them as a weapon against them. When discussing the privileges granted to the administration, administrative decisions are considered one of the most significant aspects of the authority enjoyed by the administration and also one of the most dangerous, as they are an important means of managing public facilities. Through them, it seeks to achieve the goals and objectives of individuals, as they are issued at the discretion of the administration alone with its powers and privileges according to regulations and laws, aiming to create, amend, or repeal a specific legal effect, which poses a real threat to the rights and freedoms of individuals if the administration errs.
