If humanity is currently afflicted by a rise in terrorist crimes, their diversity, and an increase in victims, this does not mean that terrorism as a phenomenon did not exist before. Humanity has known terrorism in various forms throughout its eras, as it represents an act that challenges established human behavior and contradicts it. Ancient societies experienced examples of terrorist crimes and suffered from their consequences, although within specific frameworks, which cannot be compared to the current situation. Recently, the scope of terrorism has expanded, and the entire world has witnessed numerous terrorist acts and operations whose effects are not limited to a single state’s borders. But terrorism has spread to include other countries, both near and far, and its danger has increased to threaten international security. Therefore, terrorism has become of exceptional importance in contemporary legislations, which has led these legislations, despite their differences, to grant significant attention to the phenomenon of terrorism, reflecting its dangers. Specific legislative provisions have been allocated for it, some of which are independent, and some of which are included in various parts of the laws with diverse materials.
