The quality and flexibility of legislation are very important matters, as it has constitutional consideration and value. It is linked to the formulation of legislative texts in terms of form, subject matter and purpose. Therefore, the legislative path to combat corruption in Egypt must be studied and attention must be paid to ways to address its shortcomings and present different visions regarding it. The degree of corruption and the ability to combat it are the main drivers towards preparing a national strategy to combat corruption and creating a comprehensive participatory approach, believing in the importance of preventing corruption and creating an environment that rejects it in all its forms to drive the wheel of development. Since corruption undermines democracy, good governance and the rule of law and leads to human rights violations, distorts markets, and allows the flourishing of organized crime, terrorism and other dangers that threaten human security and undermine citizens’ confidence in the integrity of state institutions and in anti-corruption mechanisms, finding the best legislative policy to combat corruption is a complex and decisive issue. To provide a model that achieves a balance between corruption losses and the costs of anti-corruption monitoring investments, it will ultimately lead to an optimal anti-corruption strategy under varying economic and political conditions. It was necessary for us to shed light on the Egyptian reality in its legislative path to combat corruption and to clarify the positives and negatives of the legislator’s behavior in approving the various legislations and laws related to combating corruption.
