Responsibility is the cornerstone of any legal system, capable of activating this system and transforming it from mere theoretical rules into legal obligations. While this is the role that responsibility plays in different laws, this role acquires a more specific and significant dimension in the field of public international law, which governs relations between entities that uphold their sovereignty in relation to one another. These relationships are interactive with each other and often based on competition and conflict. The role of international responsibility is to regulate these international relations and direct them towards peace based on justice.The factors of modern technology have had a profound impact on the development of the rules of international law, and among these factors are (drones, robots, and other modern smart devices). This scientific development witnessed in the modern era has led to an evolution of the principles of international law through the innovations of engineers, who have compelled legal philosophers and jurists to draft legal texts addressing these developments; otherwise, it would be considered that there is a legislative gap that needs to be addressed with effective solutions.
