The responsibility of providing international protection for the most vulnerable groups is considered one of the fundamental responsibilities that fall on the shoulders of states, in addition to the United Nations High Commissioner and the international human rights convention. This responsibility aims to protect individuals and communities suffering from poverty, discrimination, neglect, and lack of rights, and to provide them protection against any forms of torture, slavery, discrimination, persecution, or violence practiced against them. The responsibility of providing international protection requires states to commit to implementing laws and regulations that support human rights and achieve justice, equality, and security for individuals and communities. This responsibility also includes ongoing cooperation between states, the United Nations High Commissioner, and the international human rights convention, in order to provide support, guidance, and assistance in establishing and implementing protection and support programs and projects for the most vulnerable groups in affected communities.
