Electronic administration, as a mechanism for providing public service, is an imperative for governments to follow in order to be compatible with global developments, due to its important role in improving performance and speed of completion of work, tasks required by government departments, and meeting the needs of citizens. Therefore, the government in many countries of the world has worked to implement Electronic public services, especially in public facilities, as these facilities use modern technology represented in electronic management because of its role in meeting the needs of citizens and speeding up the performance of tasks. Modern development has led to several changes that included various aspects of life, especially from the administrative aspect. It was also affected, like the rest of the world, by the phenomenon of globalization, which posed a challenge to public administration in various governments, which is concerned with keeping pace with the various developments produced by information and communications technology, as public facilities in governments aimed to Contemporary efforts require taking technical and legislative measures to shift towards electronic administration because of its role in activating administrative work and providing public services in the best form and in the shortest time, and meeting the needs of citizens in the best way. Since local public facilities are closest to the citizen, their use of modern technology will lead to improving The quality of its service and the provision of service in an effective and rapid manner, which is the goal that most countries seek
