Abstract

It can be said that infrastructure projects are of great importance and are among the most fundamental pillars for achieving comprehensive development. They have received the greatest attention, and in past periods, governments relied on including substantial financial allocations in their budgets to implement such major projects, which resulted in a constant and ongoing deficit. This led to the search for other means, and recently several innovative mechanisms for financing these projects have emerged. One of these is the system known as Build-Operate-Transfer (BOT), which is based on the idea of enabling the government to expand infrastructure projects by utilizing resources outside of budget allocations and the government's domestic and foreign obligations.
