Abstract

The issue of humanitarian aid during armed conflicts and natural disasters is one of the most important contemporary issues that occupy the minds of scholars and thinkers, given the numerous violations and injustices suffered by humanity. This is particularly true in our modern era, due to the limited assistance provided by organizations concerned with this field, and in some cases, aid has even been cut off amid the humanitarian crises the world faces, whether economic, health-related, military, political, or social. It is in such critical moments that effective cooperation between countries becomes evident, revealing whether these states act according to principles of humanity, integrity, and neutrality, or whether they use aid for political purposes or to serve their own interests. Wars are among the human phenomena that most impact human values, as they involve the squandering and degradation of the basic rights of individuals and communities, rendering these noble human beings seemingly valueless. All of this underscores and strongly emphasizes for those with opinion, thought, and influence the urgent need to address this phenomenon and regulate its management in a way that upholds enduring human values.
