Administrative control measures taken in the State of Qatar during the Corona crisis and their impact on public rights and freedoms.

Abstract

he Corona (Covid-19) crisis is a clear example of exceptional circumstances, as it has posed a threat to public order with its various elements, the most important of which is public health. The administrative control authorities in the State of Qatar have faced this crisis with severe regulatory measures, affecting the public rights and freedoms protected by the Constitution, which stipulates the necessity Individuals enjoy it. Among the freedoms that were affected were the freedom to practice religious rituals and freedom of movement, and among the public rights that were affected were the right to work, the right to education, and the right to meet. This was done through control measures taken by the Supreme Committee for Crisis Management in Qatar, and some other administrative control authorities. Administrative control authorities must limit their infringement on public rights and freedoms under exceptional circumstances and crises, and administrative control measures must not lead to the complete confiscation of those rights and freedoms. The researcher concluded that the administrative control authorities in the State of Qatar have exaggerated in restricting many public rights and freedoms, at a time when they could have faced the Corona crisis with lighter measures and fewer restrictions, regulating the exercise of rights and freedoms without confiscating them. Therefore, the researcher recommended taking advantage of Corona crisis to develop integrated legislation that balances administrative control measures with constitutionally protected public rights and freedoms.
