Rules on the Criminal Protection of Anti-Drug Personnel in the UAE Federal Legislation: A Comparative Study.

Abstract

There is no doubt that the responsibilities resting on the shoulders of anti-drug officers are numerous and diverse, the most important of which are maintaining order and preventing crimes. Due to the interconnection between security agencies, which has shortened distances because of security globalization, this may lead to a decline in rights protections. Whenever signs of security laxity appear or services deteriorate, this failure is often attributed to security leadership without considering legal policies. Consequently, the higher authorities tend to change personnel while the legal texts remain. If the legitimacy of anti-drug operations is justified under the weight of spite and revenge, some legislations may automatically create substantive and procedural penal protections that fluctuate depending on the legal wording and distribution of their elements, especially when they are fragmented across inconsistent branches of law, which undermines the effectiveness of protection. Policymakers in the security sector have recognized the need to reduce the intensity of security measures, consider social aspects in crime detection, and place limitations on freedoms in what is known as 'Humanized Security,' which minimizes risks and reduces the instances of resistance faced by anti-drug officers.
