Abstract

This research aims to analyze Qatar's Whistleblower Protection Law No. 5 of 2022 by examining its provisions and assessing its effectiveness in protecting whistleblowers and witnesses. The study employs a descriptive-analytical approach to explore the text of the law and the mechanisms of its implementation, alongside a comparative method to evaluate Qatar's legislation against relevant laws in Europe, the United States, and Arab countries. The findings reveal that the Qatari law provides solid protection through confidentiality measures and safeguards against retaliation. However, challenges remain in its practical application, particularly in enhancing implementation mechanisms and extending protection and other critical offenses. The comparative analysis shows that Qatar can benefit from adopting best international practices to strengthen its legal framework. In conclusion, the study offers practical recommendations to improve the law, such as refining enforcement processes, providing compensation to affected whistleblowers, and fostering international and regional cooperation in whistleblower protection. These recommendations aim to promote greater transparency, justice, and public trust in Qatar's legal system. This research contributes to closing legislative gaps and creating a safer environment for reporting crimes, thereby supporting national efforts in combating corruption.
