Abstract
The management's obligations towards the investor are to ensure a stable legal investment environment, through its commitment to the principle of legality in decision-making. This principle requires that all administrative decisions and practices related to investment be in accordance with laws and regulations, and not be tainted by arbitrariness or abuse of power, Management must also protect the legitimate expectations of investors by ensuring the stability of the legal and administrative controls upon which investors rely in making their investment decisions. Through these commitments, management contributes to creating a secure investment climate that enhances confidence and stimulates investment flows. If the administration fails to fulfil these obligations, it bears legal responsibility towards investors. However, administrative protection provides legal guarantees to protect investors’ rights from any abuse or transgression by the administration, Amicable means also play an important role in resolving disputes between the administration and the investor quickly and effectively. If these means fail, the administrative judiciary protects the rights of investors, It ensures oversight of the legality of management actions and their suitability in order to balance the public interest and the private rights of investors.
