Renewable energy in KW and principle of the mutability in public service: Comparative study.

Abstract

The State of Kuwait seeks to obtain clean electrical energy from one of the renewable energy sources as an alternative to traditional sources that depend on fossil fuels from gas or oil. Clean electricity can be obtained from solar energy, wind energy,  hydropower, hydropower, thermal energy from the interior, energy derived from biological transformation as a result of the decomposition of natural materials, wave movement, and tidal movement.The study showed that obtaining clean electricity from renewable energy sources requires the application of the principle of developing public services for electricity. The study found that clean electricity is a public utility service introduced by the Kuwaiti legislator by Law 57/2023. The beneficiaries of the services of the "General Directorate of Electricity" are members of the Kuwaiti society who are consumers of electricity. Clean electricity is a new utilitarian service as a result of the principle of developing the public service. The study recommended the establishment of an independent authority for renewable energy in the State of Kuwait.  The need to inform the Kuwaiti consumer of the rights and obligations required to obtain clean electricity. Training and qualifying the employees of the public utility for electricity from the requirements of renewable energy.
