Since one of the most important determinants affecting this role is the legal climate that governs the establishment of these associations and other institutions working in the field of civil work, the organization of their work mechanism, the restrictions and control imposed on them, and the relationship of these associations with the administration, the importance of this research came to identify the features of this legal organization and the development it has undergone.
