Abstract

Civil society today faces serious threats around the world. Civil society activists continue to confront traditional forms of repression, such as imprisonment, harassment, disappearances and executions. However, many governments have become more cunning in their efforts to limit the space for civil society organizations (CSOs), especially democracy and human rights groups, to operate. In many countries today – Mainly, but not limited to, authoritarian or hybrid regimes, these methods of repression are reinforced or replaced by more sophisticated measures, including legal or quasi-legal obstacles to association such as obstacles to operational activities, obstacles to advocacy and public participation in policies, obstacles to communication and cooperation with others, obstacles to assembly, and those to resources.
