Abstract

The social insurance system contributes as a compulsory saving, to the redistribution of the individual's income between the stages of his life and his different cases, as old-age insurance works to redistribute the income of the individual from his youth to his old age, and insurance for illness, disability and work injuries, works to redistribute income from the state of health and ability to the state of sickness and weakness, and death insurance redistributes the income of the individual from the period of his life to the period after his death.  In order for the redistribution of income to be fair, the insured must have a sufficient amount of his income (wage) left during his working life to enable him to live a decent life, and when one of the risks insured is realized, he must receive an income (monthly pension) that provides him with a decent life as well, otherwise this process is premature and unjust, inadequate, and requires reform and a complementary system; This applies to the reality of the social insurance system in Egypt. In view of the inadequacy of social insurance systems and the fact that they contain problems that threaten their continuation, the social insurance system needs a comprehensive development in all its aspects, so that the current social insurance system does not achieve economic efficiency in the face of various social risks, nor the adequacy that achieves a decent standard of living for the insured and pensioners, as it does not cover all categories of the workforce, as there are many categories of the workforce excluded from social and economic protection.
