Bureaucracy is a necessity of modern governments, as government can not only act by passing laws, but large numbers of employees need to be employed to implement its policies. However, the practical application of bureaucracy is not of the same degree at the level of the countries of the world; its extent is in fact linked to the social, cultural, and civilizational level of each country. There is no doubt that the bureaucracy is not good or bad is one of the most important reasons for the high rates of administrative corruption, especially related to the public service, where administrative corruption is associated with the multiplicity of problems of public administration, the most important of which are the lack of coordination, lack of accurate definition of responsibilities, weak control, discretionary power of employees without controls, and other problems. This prompted international organizations and all countries to pay attention to the concept of good governance. These trends and attempts have crystallized to fight corruption, nepotism and bureaucracy, confront mismanagement, and encourage transparency and accountability. In light of the above, there are many definitions of bureaucracy, and many attempts have been monitored that are interested in highlighting the relationship between bureaucracy and administrative corruption on the one hand, and between it and governance on the other hand, and between the latter and administrative corruption as well. This will be discussed in detail in this paper.
